Not authorized to create or delete authority holder.

Message Long Text :

Cause . . . . . : The user is not authorized to create or delete the authority holder for &1 in &2 type &3. To delete or create the holder the user must have *ALL authority to the object &1 in &2 type &3.
Recovery . . . : Obtain *ALL authority to the authority holder from the security officer or the object owner, and then try the command again.
