Messages to remove must be *ALL if program message queue is *ALLINACT.

Message Long Text :

Cause . . . . . : You specified a program message queue of *ALLINACT and a value of &1 for messages to remove.
Recovery . . . : Do one of the following and try the request again:
-- Specify a different value for the program message queue.
-- Change the messages to remove value to *ALL. Messages to remove must be *ALL when using the special value of *ALLINACT for the program message queue.
