Break program &1 in &2 for message queue &3 in &4 cannot be called.

Message Long Text :

Cause . . . . . : The program specified to handle message queue &3 in &4 while in break mode cannot be called because of an error.
Recovery . . . : See previously listed messages for a description of the error. Fix the errors found for the break program or specify a different value for the break program (PGM parameter on the CHGMSGQ command).
