Device &1 in use. Command not run.

Message Long Text :

Cause . . . . . : The device &1 is currently in use and can not be allocated. The command is not processed.
Recovery . . . : Do one of the following and then try the request again.
-- Wait until the device is not in use. Use the Work with Configuration Status (WRKCFGSTS) command to determine the job or jobs that are using the device.
Answer any inquiry messages that apply to this device.
If this is an APPC device, the device is being varied on or off by job &2/&3/&4. If the previous job name is */*/*, use the WRKCFGSTS command to determine the job or jobs that are using the device.
-- If the device is a Tape Media Library (*TAPMLB) wait until the device is not in use or use the Vary Configuration (VRYCFG) command with the force vary off (FRCVRYOFF) option.
-- If the device is not an APPC device, allocate the device by using the Allocate Object (ALCOBJ) command.
-- Vary off the device using the Vary Configuration (VRYCFG) command.
