Record delete attribute is not the same as the existing file &1 in library &2.

Message Long Text :

Cause . . . . . : When you attempted to create a file, either the existing file allows records to be deleted and the file being created does not allow records to be deleted, or the existing file does not allow records to be deleted, and the file being created does allow records to be deleted.
Recovery . . . : Either delete the existing file (DLTF command) or create the file in a library which does not contain a file named &1.
