File &1 in library &2 is not a physical file.

Message Long Text :

Cause . . . . . : You are attempting to create a physical file named &1 in library &2 or to create an alternative index file over a physical file named &1 in library &2. If you are attempting to create a file named &1, a file with the same name already exists in library &2, but it is not a physical file. If you are attempting to create an alternative index file over a physical file named &1, the file named &1 exists in library &2, but it is not a physical file. In either case, because file &1 in library &2 is not a physical file, the file you have requested cannot be created.
Recovery . . . : If you are attempting to create a file named &1 in library &2, either delete the existing file (DLTF command) or create the file into a library which does not contain a file named &1. If you are attempting to create an alternative index file over a physical file, specify the correct physical file and library to be used.
Technical description . . . . . . . . : A library can only contain one file with a given name. If a file, which is not a physical file, already exists in a library, a physical file having the same name cannot be created in that library. Alternative index files can only be created over physical files.
