Unable to automatically vary on APPC controller for LAN connection.

Message Long Text :

Cause . . . . . : The system is trying to bring up a connection for controller &1; but it is varied off.
Recovery . . . : Vary on controller &1, so the next incoming call will use the controller.
Technical description . . . . . . . . : The system found APPC controller &1 while trying to automatically configure a controller description for a LAN connection. The controller can be used for the connection; but because it is *USER controlled, the system will not vary it on.
