File &1 was not restored.

Message Long Text :

Cause . . . . . : File &1 was not restored into library &2 because an authority holder secures the name of that file for that library and because of reason code &3. The reason codes are:
1 - The authority holder does not show the owner of the file, &4, as having *ALL authority to the file.
2 - The file is a physical file, and the owner of the file did not have *ALL authority to the file when it was last saved.
3 - The file is a logical file, and the owner of the file did not have *OBJEXIST, *OBJMGT, and *OBJOPR authorities to the file when it was last saved.
Recovery . . . : For reason code 1 do the following:
-- Ask the security officer to grant the correct authority to the authority holder and attempt the restore operation again. If the owning profile is named QDFTOWN, it may be that the original owning profile does not exist on the system.
For reason codes 2 and 3 do the following:
-- The user profile that owns the file did not have sufficient authority to it when it was last saved. Restore the file into a library where no matching authority holder exists, ask the security officer to grant the correct authority to the file, save the file again, and attempt the restore operation again.
Technical description . . . . . . . . : Before securing the file to a matching authority holder, the restore operation of the operating system checks the authorities that the owner has to the file as follows:
-- If the file is a physical file, the owner of the file needed the authority specified as *ALL when the file was last saved.
-- If the file is a logical file, the owner of the file needed the authorities specified as *OBJEXIST, *OBJMGT, and *OBJOPR when the file was last saved.
-- If the file is either a physical or a logical file, the restore operation will check the matching authority holder to see if the owner has *ALL authority to the file.
