Recovery failed to complete change of file &1.

Message Long Text :

Cause . . . . . : Data base file recovery was trying to complete the change of file &1 in library &2, but the change was not successful. Recovery for the file is necessary because an operation was being done against the file when a previous job was interrupted.
Recovery . . . : Delete, and either restore or create file &1 in library &2 again. If the problem continues, report the problem (ANZPRB command).
