System file &1 in library &2 cannot be opened.

Message Long Text :

Cause . . . . . : System cross reference file &1 in library &2 cannot be opened. The cross reference files will not be updated until the file can be opened. When the system cross reference files cannot be updated, the system may not allow data dictionary definitions to be changed or deleted, the system may not allow data dictionaries to be deleted, and SQL catalogs may not be up to date.
Recovery . . . : To determine the cause of the problem, look at the QDBSRVXR or QDBSRVXR2 job log (DSPJOBLOG command). Perform the indicated recovery actions. If the file in error is one of the relational database directory files, either QADBXRDBD or QADBXRMTNM, then restore your most recent backup of the file. Otherwise, reclaim storage (RCLSTG command specifying SELECT(*ALL) or SELECT(*DBXREF)) in order to update the other system cross reference files.
If the problem continues, report the problem (ANZPRB command).
