Output queue &1 in &2 not deleted. Output queue in use.

Message Long Text :

Cause . . . . . : The output queue cannot be deleted because it is either not empty or it has a writer active to it.
Recovery . . . : Use the WRKOUTQ command with OUTQ(*ALL) parameter specified to display the status of the queue. Try the WRKOUTQ command again when the queue is not active and empty. To end the writer use the ENDWTR command and to clear the output queue use the CLROUTQ command.
