Priority required to move spooled file exceeds user's limit.

Message Long Text :

Cause . . . . . : The priority limit specified in the user profile for user &8 is &9.
A priority limit of at least &10 is required to move spooled file &1 number &16 in job &5/&4/&3 created on system &19 on &22 to the top of output queue &6 in library &7. If the user priority limit is equal to the required priority limit, user &8 must own all spooled files at that priority.
Recovery . . . : Do one of the following and try the request again.
-- Obtain a higher priority limit from the security officer.
-- Move the spooled file to a different priority position on the output queue.
