Writer &1 not eligible for change.

Message Long Text :

Cause . . . . . : Writer &1 was not changed because it is not active yet; it has not been active long enough to search the output queue for the first file to print; or it is ending. Eligibility for change begins after the writer searches the output queue for the first time.
Recovery . . . : Wait for the existing writer to become eligible and try the command again or if it is ending, use the STRPRTWTR or STRRMTWTR command to start another writer with the parameters you want.
