Cover letter not found for PTF &1-&2 &3.

Message Long Text :

Cause . . . . . : A cover letter was requested for program temporary fix (PTF) &1-&2 &3, but the cover letter is not on the system.
Recovery . . . : Verify the following:
-- The correct PTF was selected.
-- The correct product was selected.
-- The correct release was selected.
-- The correct cover letter language was selected.
-- A cover letter exists for the PTF.
If all are correct and this cover letter is needed, then order the cover letter from your service provider.
