INZSYS or GO LICPGM currently running in another job.

Message Long Text :

Cause . . . . . : The QUSRSYS library was not able to be allocated. This may indicate that the initialize system (INZSYS) or GO LICPGM command is running in another job or another job has allocated QUSRSYS.
Recovery . . . : Issue the work with active jobs (WRKACTJOB) command to determine if INZSYS or GO LICPGM is currently running in another job. If INZSYS or GO LICPGM is not currently active, use the work with object locks (WKROBJLCK) command to determine the job that has library QUSRSYS allocated. Wait until the library is available and issue the command again if necessary.
