Not all subsystems ended.

Message Long Text :

Cause . . . . . : All the subsystems must be ended in order to compress programs in an IBM system library.
Recovery . . . : Do one of the following:
-- Specify a library other than an IBM system library.
-- Specify an object type other than *PGM or *ALL.
-- End all the subsystems, and try the request again. You can end all the subsystems with the ENDSBS SBS(*ALL) command, or you can use the End System (ENDSYS) command.
