Package binding process not active for specified SQL package.

Message Long Text :

Cause . . . . . : A request was made to bind a statement to an SQL package or to end the package binding process before the binding process was started for the SQL package.
Recovery . . . : Start the binding process for the SQL package and try the operation again
Technical description . . . . . . . . : A DDM Bind SQL Statement (BNDSQLSTT) command or DDM End Bind (ENDBND) command was sent for a package before a DDM Begin Bind (BGNBND) command. The package name, consistency token, and section number sent on the command was &1. This will result in SQLCODE -30051 and SQLSTATE 58012.
