No authority to access data file sequence number &20.

Message Long Text :

Cause . . . . . : The label &8 data file sequence number &20 volume &6 on device &4 for file &2 in library &3 prevents access to this file. If it is an input file, the labels indicate that data cannot be read. If it is an output file, the existing data file cannot be written or extended. Only the system security officer can process a protected file.
Recovery . . . : Do one of the following, and then try the request again:
-- Load a different volume on the tape drive.
-- Specify the correct sequence number on the Override Tape File (OVRTAPF) command.
