Block length less than minimum possible &7.

Message Long Text :

Cause . . . . . : File &2 in &3 has a file block length of &6. The values for record length, record block format, code, and buffer offset require a minimum block length of &7.
Recovery . . . : Do one of the following, and then try the request again:
-- If &7 is a valid block length, specify BLKLEN &7 using the OVRTAPF command.
-- If &7 is larger than the maximum block length allowed, specify a smaller RCDLEN or different RCDBLKFMT on the OVRTAPF command.
