Fail or negative response not valid at this time for program device &4.

Message Long Text :

Cause . . . . . : If a negative response was sent, it is not valid at this time for program device &4 in file &2, library &3. Either your program is in a send state or a negative response cannot be sent because no data has been received. If you attempted a fail function, it is not valid at this time.
Recovery . . . : A negative response can only be sent when a group of records (SNA chain) has or is being received that is eligible for a response.
-- If your program determines that an error exists in received data, it should send the negative response or use the fail function as the next operation.
-- If your program determines an error in sent data, it should use the fail function to close the group of records.
Correct your program and try the request again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
I -- Request is ignored.
C -- Request is canceled. Escape message CPF5104 is sent.
