Device &1 failed to vary on.

Message Long Text :

Cause . . . . . : The IP address &2 and TCP port &3 combination cannot be used. Either the IP address and TCP port are already in use by another program, or the associated TCP/IP interface is not started.
Recovery . . . : Use the Work with TCP/IP Network Status (NETSTAT) command to verify that the TCP/IP interface status associated with &2 is Active. If it is not Active, then start it. Also use NETSTAT to find out if another program is using the specified TCP port. If NETSTAT indicates that the TCP port is in use, and the Local Address is listed as &2 or * (to indicate any IP address), then stop the program that is interfering. Once these steps have been performed, vary off and then vary on device &1.
