Device &2 in wrong state for &4 command.

Message Long Text :

Cause . . . . . : The request to change the session maximum cannot be sent to the remote system. The local session maximum for mode &1, remote location &5, device &2, local location &6, remote network identifier &7, is now &3.
Recovery . . . : Use the Work with Configuration Status (WRKCFGSTS) command to verify that the device is attached to a controller and both are in an active state. If the system is automatically varying on an advanced program-to-program communications (APPC) device description by specifying yes (*YES) on the advanced peer-to-peer networking (APPN) parameter, it is possible that the &4 command attempted to use the device description before the system had completed the vary on process. Try the request again when a connection exists and the device is active.
