Cause . . . . . : Bound program &1 in library &2 is activated. To change an activated bound program, one must re-create it at the same time.
Recovery . . . : One or both of the following recoveries will work:
Try the Change Program (CHGPGM) command at a later time when the program is no longer activated
Try the CHGPGM command again, and specify FRCCRT(*YES).
