Command not allowed

Message Long Text :

Cause . . . . . : User exit program &7 in library &8 did not allow the operation on library device &1. The exit program used one of the following to determine that the operation should not be allowed:
-- cartridge identifier &2 was rejected.
-- category &4 with primary owner system &5 was rejected.
Recovery . . . : Determine why the exit program did not allow the operation, correct the problem and retry the operation or do not attempt the operation to the cartridge identifier or category information that is specified.
