Cannot access file sequence number &5.

Message Long Text :

Cause . . . . . : Cannot access file sequence number &5 with label &4 on volume &2 device &1. The labels for this file indicate that the file data is protected. Only the system security officer can dump data from a protected file.
Recovery . . . : Do one of the following, and then try the command again:
-- Load the correct volume on the tape drive.
-- Specify a different file sequence number (SEQNBR) value.
-- Specify the file data dump TYPE(*HDRLBL), TYPE(*TLRLBL), or both to dump only the file labels.
