Commitment control transaction prevents journaling operation.

Cause . . . . . : A &3 command was attempted for file &1 in library &2. However, a Data Definition Language (DDL) operation has been performed for this file during an active commitment control transaction. If this request is part of the same transaction, then the file was not created as part of that transaction. A &3 command can be performed for a file that is part of an active DDL commit transaction only when the file has been created as part of that transaction. The commit definition identifier is &7. The logical unit of work identifier is &8. The transaction was started in job &6/&5/&4. The XID is &10.
Recovery . . . : Use the Work with Commitment Definitions (WRKCMTDFN) command to identify the transaction that is open for file &1 in library &2. Wait for that transaction to complete or take action to complete the transaction. Then try the request again.
Technical description . . . . . . . . : The lock space identifier is &9. If *N or hexidecimal zero appears for any values, those values are not applicable or not available.
