Cause . . . . . : Journal QAUDJRN in library QSYS could not be created or restored because the system value QAUDFRCLVL could not be determined.
Recovery . . . : Attempt to create or restore the journal again.
Technical description . . . . . . . . : It is possible that another job on the system was in the process of changing the system value QAUDFRCLVL at the same time you were trying to create or restore the system security auditing journal (journal QAUDJRN in library QSYS).
