Cannot place a remote journal in standby.

Message Long Text :

Cause . . . . . : Journal &1 in library &2 was not placed in standby because a standby operation on a remote journal is invalid.
Recovery . . . : Place the local journal in standby using the the Change Journal (CHGJRN) command or the Change Journal State (QjoChangeJournalState) API.
