Cannot activate remote journal through CHGJRN command.

Cause . . . . . : The journal state of journal &1 in library &2 was not changed because an activate of a remote journal is invalid through the Change Journal (CHGJRN) command.
Recovery . . . : Activate remote journal from the source side using the Change Remote Journal (CHGRMTJRN) command or the Change Journal State (QjoChangeJournalState) API.
