Changing journal state not allowed. Reason code &3.

Cause . . . . . : The state of journal &1 in library &2 cannot be changed because of reason code &3. The reason codes and their meanings follow:
1 -- Journal &1 in library &2 is an IBM supplied journal. The journal state cannot be changed for any journal whose name starts with a Q and which resides in a library whose name starts with Q and is not QGPL.
2 -- Journal &1 in library &2 contains changes that have not been committed or rolled back.
3 -- A restore operation is in progress on the system.
4 -- Journal &1 in library &2 is a local journal. You cannot change the state to *INACTIVE.
Recovery . . . :
For reason code 1, no recovery.
For reason code 2, ensure that the commitment control related changes are committed or rolled back. Then try the request again.
For reason code 3, ensure all the restore operations are complete. Then try the request again.
For reason code 4, there is no recovery.
