Variable &3 is not a high-level language (HLL) pointer.

Message Long Text :

Cause . . . . . : The specified variable used as the pointer, reference pointer, or a basing pointer in the CHGHLLPTR command is not a high-level language (HLL) pointer. The variable is &3 in program &1.
Recovery . . . : Use the ADR, PTR, or REFPTR parameter to specify HLL pointer names for all pointer variables and basing pointers and use the PGM parameter to specify the correct program name. Then, try the command again.
Technical description . . . . . . . . : The specified variable may not be declared as a pointer, or it may be an ODV number or internal pointer (not an HLL pointer). Only HLL pointers can be used for all pointers specified on the Change High-Level Language Pointer (CHGHLLPTR) command. If you are authorized to the Change Pointer (CHGPTR) command, you can use it to set any pointer data object variable (even an internal pointer).
