Problem log services not started.

Message Long Text :

Cause . . . . . : Problem log services have not been started or failed to start.
Recovery . . . : Look in the job log to determine if the problem log services failed to start. If it failed to start, correct the errors that prevented the problem log services from starting. If no errors occured, call the Problem Log Services API before trying to use the problem log services.
