Cannot allocate REXX procedure &1.

Message Long Text :

Cause . . . . . : The interpreter cannot allocate the source member &1 in file &2 in library &3. Another job holds a lock on the member.
Recovery . . . : Use the Work with Object Locks (WRKOBJLCK) command to determine which jobs are holding locks on the file and either wait for them to release their locks or have the jobs ended through the End Job (ENDJOB) command.
