Commitment definitions prevent RCLSTG or RCLOBJOWN.

Message Long Text :

Cause . . . . . : One or more commitment control transactions contain pending object-level changes.
Recovery . . . : Reclaim storage or Reclaim objects by owner would destroy internal system objects that are needed to commit or rollback the resources that were changed during the commitment control transactions. Display the previous CPD83F6 messages listed in the job log (DSPJOBLOG command) to identify the commitment definitions that represent the pending transactions.
For transactions with logical unit of work state PRP, the system may automatically attempt resynchronization in order to find out whether to commit or roll back the transaction. If possible, wait for the resynchronization to complete. If it is not possible to wait, use the Work with Commitment Definitions (WRKCMTDFN) CL command to display this commitment definition and use the option to Force Commit or Force Rollback.
For transactions with a logical unit of work state other than PRP, the transaction should be committed or rolled back by the system or the application that is running the transaction. If the transaction persists for an extended period of time, there may be a problem with the system or the application. In this case, try ending the job identified in previous message CPD83F6. If the job has already ended, or the transaction persists after ending the job, it may be necessary to IPL the system to roll back the transaction.
