DBCS conversion dictionaries are not available.

Cause . . . . . : Neither the system dictionary, QSYSIGCDCT in library QSYS, nor the user dictionary, QUSRIGCDCT, is available to use for one of the following reasons:
-- They cannot be found.
-- You are not permitted to use them.
-- They are being used by another job and, therefore, cannot be used by your job at this time.
-- They are damaged and cannot be used.
Recovery . . . : Use the Check Object (CHKOBJ) command to see if the dictionaries exist and if you are authorized to use them. Do one of the following:
-- If the dictionaries exist and you are authorized to use them, use the WRKOBJLCK command to see if the dictionaries are locked by another job. If the dictionaries are locked, either wait until the other job is no longer using them and the lock is removed or if you have job control special authority, cancel the other job (ENJOB command).
-- If the dictionaries exist, but your are not authorized to use them, you must obtain authorization from either your system security officer or the owners of the dictionaries to be able to use them.
-- If the dictionaries do not exist, they may be damaged. Print out the job log.
