Message Long Text :

Cause . . . . . : You do not have authority to use emulation controller &1 for 3270 display emulation.
Recovery . . . : Ask the security officer for authority to use emulation controller &1 with at least one 3270 display emulation device, or specify an emulation controller you are authorized to use (EMLCTL parameter). The emulation controller in the System/38 environment uses the EMLCTLU parameter instead of the EMLCTL parameter.
