Controller &1 not valid for pass-through.

Message Long Text :

Cause . . . . . : The specified controller name is not described as a virtual work station controller, or has no attached virtual devices.
Recovery . . . : Correct the name of the virtual controller and then try the request again.
Technical description . . . . . . . . : If no virtual controller exists, create a virtual work station controller (CRTCTLVWS command) with the specified name, &1, on the target system and add the proper virtual devices. If the virtual controller, &1, exists on the target system but has no attached virtual devices, create one or more virtual devices (CRTDEVDSP command) and specify &1 on the controller parameter. Then try the request again.
