Negative response from device &1 at system &2.

Message Long Text :

Cause . . . . . : Internal advanced program-to-program communications (APPC) System Network Architecture (SNA) negative response &3 received from the target system. This may have resulted in message CPF1269 being sent to the system operator message queue, or the QSYSMSG queue if it exists on the target system. If this is not the case, other possible causes might be routing entries that are not correct, job descriptions that are not correct, or an error in some other part of the subsystem description.
Recovery . . . : If message CPF1269 is present, refer to it to determine the exact cause and recovery associated with the response code provided.
-- For example, a security failure with reason code 725 might mean that the subsystem containing the communications entry for the APPC device on system &2 might not be started, so the system operator should start the subsystem (STRSBS command).
-- A reason code of 725 might also mean that the APPC device &1 has been created with an authority (AUT) keyword which excludes your use.
-- A security failure with reason code 715, however, might be the result of starting the subsystem which contains the work station entries for the virtual devices after those devices have been varied on. In this case, the system operator at the target system should vary off the virtual devices and vary them back on (VRYCFG or WRKCFGSTS commands).
