Operation not successful due to authority reasons.

Message Long Text :

Cause . . . . . : The directory operation is rejected because the user exit program has determined the request from user &1 on system &2 does not have sufficient authority. Additional text (if any) from the user exit program is: &3 The user exit program can be called during an interactive request, or during a shadowed change request from another system.
Recovery . . . : See the previously listed messages in the job log. Contact your system administrator or the owner of the user exit program to request authority to make the change. Then try your change again.
The user exit program can be specified in the following ways:
-- A user exit program can be specified on the Change System Directory Attributes (CHGSYSDIRA) command.
-- User exit programs can be specified through the APIs that support the common exit program registration facility. Programs that have been registered through this facility can be viewed by using the Work With Registration Information (WRKREGINF) command.
