Message Long Text :

Cause . . . . . : You do not have the needed authorization to folder &1 for the requested operation. You must have an authorization level of at least &5 to do the requested function.
If you are working on behalf of someone, this may be a private folder.
If the authorization level is *EXCLUDE, then this message was issued as a result of the user having an authorization level greater than *EXCLUDE when an authorization check of *EXCLUDE was required.
If the folder is *ROOT, then you are not authorized to create first level folders.
Recovery . . . : See the owner of the folder and request the appropriate authorization.
For folder *ROOT, contact your system administrator.
