TOFLR parameter can only be used for document folders.

Message Long Text :

Cause . . . . . : TOFLR parameter was specified but the incoming folder was found to contain something other than a document folder.
Recovery . . . : Use TODTADCT parameter if the incoming folder contains data dictionaries. Folders other than data dictionary or document folders are not provided for by the RSTS36FLR command.
