Authority of *AUTL is allowed only with USRAUT(*PUBLIC).

Cause . . . . . : *AUTL was specified for a user other than *PUBLIC on the File Document (FILDOC) or Change Document Description (CHGDOCD) command. *PUBLIC is the only authority that can be deferred to the authorization list.
Recovery . . . : Correct the errors and then try the request again.
