Not authorized to user exit program &1 in library &2.

Message Long Text :

Cause . . . . . : The job does not have operational (*USE) authority to the specified user exit program.
Recovery . . . : Either obtain operational authority from the security officer or program owner, or use the change network attribute (CHGNETA command) to specify an exit program for the distributed data management (DDM) access value that does have operational authority rights granted for the job. Then try the command again after one of the recovery options has been performed.
