Direct file &1 in library &2 not created.

Message Long Text :

Cause . . . . . : The distributed data management (DDM) source system passed this system a DDM create direct file (CRTDIRF) command. The command requested a direct file be created without write capability. However, on this system a direct file must be write capable.
Recovery . . . : Change the DDM create file command to request the creation of a direct file that is write capable or request another file type be created.
Technical description . . . . . . . . : The DDM create direct file (CRTDIRF) command, requested the file be created with the insert capability parameter set to FALSE, INSCP(FALSE). The file cannot be created because records in direct files are always initialized on this system.
