Error calling debug session handler.

Message Long Text :

Cause . . . . . : Either the program or library specified on the Source Debug Program parameter of the Start Debug (STRDBG) command could not be found, or you are not authorized to the program or library.
Recovery . . . : Specify the correct program name and library name for an existing program. If the library name is *LIBL, you may be able to correct the error by using the Add Library List Entry (ADDLIBLE) command to add a library to the library list. Then, try the command again.
You need *USE authority to the debug session handler.
