Error calling debug program stop handler.

Message Long Text :

Cause . . . . . : Either the program or library specified on the call to the QteStartSourceDebug API could not be found, or you are not authorized to the program or library.
Recovery . . . : Specify the correct program name and library name for an existing program. If the library name is *LIBL, you may be able to correct the error by using the Add Library List Entry (ADDLIBLE) command to add a library to the library list. Then, try the command again.
You need *USE authority to the debug program stop handler.
