Cause . . . . . : You are not authorized to change the user profile (USRPRF) parameter for change request description &1 in library &2. To change the user profile, you need to be the owner of the change request description or have *ALLOBJ and *SECADM special authorities.
Recovery . . . : Do one of the following:
-- Request that the owner of the change request description perform the function for you.
-- Obtain the proper authority from the security officer, then try the request again.
