A pending value exists for a master key.

Message Long Text :

Cause . . . . . : An attempt has been made to use a master key that has a pending version.
Recovery . . . : A master key has a pending version when it has been restored to a system but it can not be decrypted because the Save/Restore Master Key does not match the source system. Either set the Save/Restore Master Key to match the value of the Save/Restore Master Key on the source system. Or clear the pending version of the master key using the Clear Master Key (CLRMSTKEY) CL command, Qc3ClearMasterKey API, or Clear Master Key GUI dialog.
