Cause . . . . . : User does not have authority to the cryptographic device.
Recovery . . . : If a name is specified in the cryptographic device name parameter, ensure the user has authority to the device. Otherwise, specify a value of 0 (any CSP) for the cryptographic service provider parameter. Try the request again.
