The issuer of the certificate may not be in the certificate store. Certificate was not added.

Message Long Text :

Cause . . . . . : The issuer the certificate must be in the certificate store before a certificate from that issuer can be added. The issuer is a Certificate Authority, which is not supported by this API.
Recovery . . . : Use the Digital Certificate Manager tool to add the certificate of the issuer and this certificate to the certificate store.
Technical description . . . . . . . . : Internal return code &1.
